GOVERNING BOARD

TMLT is led by a Board of Governors elected by TMLT policyholders. Members of the Governing Board are physicians who draw on their knowledge and experience of medical practice to help guide operations.

LEADERSHIP TEAM

Robert D. Donohoe
President and Chief Executive Officer

Robert Donohoe has more than 25 years of experience in the insurance industry, starting with the E.W. Blanch Co. He joined TMLT from Aon Benfield where he served as Managing Director, with primary responsibilities including developing and maintaining client relationships, education and training, systems integration, and strategic planning.

For more than seven years, Mr. Donohoe worked as Executive Vice President and Chief Operations Officer at John B. Collins Associates, a leading global reinsurance intermediary, and served on the Board of Directors for Collins, Collins UK, and Collins Bermuda.

Mr. Donohoe joined TMLT in January 2012 as Senior Vice President and was promoted to Chief Administrative Officer in November 2012. Mr. Donohoe assumed the role of President and CEO of TMLT on July 1, 2014. 

Mr. Donohoe graduated Summa Cum Laude from Hamline University, St. Paul, Minnesota with a Bachelor of Arts in Economics. He received a Chartered Property and Casualty Underwriter (CPCU) designation in 1992. 

 

John Devin
Chief Operating Officer

John Devin joined TMLT as a Claims Supervisor in 1993. He began his insurance career in 1987 with the Travelers Companies in San Antonio. 

Mr. Devin served TMLT as Regional Manager in Claims from 1995 until 2007. He was promoted to Assistant Vice President of Claims and Risk Management in 2007. He served that role until 2012, when he was named Vice President of Product Development and Consulting Services. In 2014, he was named Senior Vice President of Operations. Mr. Devin now serves as Chief Operating Officer. In this role, Mr. Devin oversees Marketing, Risk Management, and Product Development and Consulting Services, as well as TMLT's Florida operations.

Mr. Devin is a 1986 graduate of St. Mary’s University where he received a Bachelor of Business Administration in Finance.


Vincent Kasch
Senior Vice President and Chief Financial Officer

Vincent Kasch has more than 20 years of experience in the insurance industry. Before joining TMLT, he served as Chief Financial Officer at Financial Industries Corporation and Texas Mutual Insurance Company. He came to TMLT in 2008, and is responsible for the financial operations and reporting of the company.

Mr. Kasch received a Bachelor of Business Administration from Texas A&M University with honors. He earned a CPA designation in 1986.


Sue Mills
Senior Vice President, Claim Operations

Sue Mills attended Texas A&M University and began her claims career with Aetna Life and Casualty in San Antonio, Texas in 1975. She worked with Aetna for eight years and received several promotions. She was subsequently transferred to Austin, Texas as a Senior Claims Representative. In 1982 she went to work for Texas Hospital Insurance Exchange as a Claims Representative and was later promoted to Director of the Claims Department. Ms. Mills came to TMLT as a Territorial Supervisor in 1987. She was promoted to Regional Claims Manager in 1993, Assistant Vice President in 1999, Vice President in 2007 and Senior Vice President in 2012.

Ms. Mills works with the experienced TMLT claim team in managing high exposure cases, in developing effective departmental policies and procedures, and in the strategic planning regarding tort reform and other legislative issues.


Brandice Davey
Vice President, Sales and Business Development

Brandice Davey joined TMLT in the Sales and Business Development Department in 2006. She was promoted to handle outside sales duties in 2008 and to manager in 2012. She now serves as Vice President of Sales and Business Development.

With eight years of experience in sales and marketing, Ms. Davey has led her team to exceed production goals. As Vice President, she is responsible for increasing sales opportunities and cultivating relationships with agent partners to provide the best value for their clients and prospects.

Ms. Davey earned a Bachelor of Business Administration from University of North Texas. She also holds a property and casualty license.


Brian Dittmar
Director of Government Relations

A native of Austin, Texas, Brian began his insurance claims career with USF&G Insurance Company in San Antonio where he supervised complex property, casualty, and surety claims. Brian then accepted a position in Austin as a manager of large loss property claims for the Texas Association of School Boards.

As his true interests involved handling complex personal injury claims, he was hired as Senior Claims Representative with TMLT in 1993. He was promoted to Territorial Supervisor in 1994; Senior Litigation Supervisor in 1998; and Regional Manager in 2007. He has now assumed the dual role of Senior Regional Manager of Claims Operations and Director of Government Relations.    


Debbie Giese
Vice President, Underwriting Services

Debbie Giese joined TMLT in 2006. She was promoted to Vice President of Underwriting Services in 2012. Having 15 years’ experience in the insurance industry, she was instrumental in the creation of TMLT’s customer service and account services teams. Both teams are focused on responding to the needs of current policyholders and educating them about TMLT benefits.

Prior to joining TMLT, Ms. Giese worked for API as Vice President of Underwriting and Policyholder services. She earned a Bachelor of Business Administration in Marketing from The University of Texas at Austin.


Greg Harmon
Vice President, Claims Operations

Greg Harmon began his tenure at TMLT in February 1989 as a Territorial Supervisor. He was promoted in 1995 to Regional Claims Manager where his responsibilities involved leading a team of claims professionals to evaluate, defend, and resolve medical negligence claims and litigation against insured physicians and ancillary health care providers. In November 2012, he was named Assistant Vice President of Claims, before being promoted once again in 2016 to his current position as Vice President, Claims Operations. 

From September 1987 until February 1989, Mr. Harmon was employed as a Claims Supervisor by American Physicians. Previously, Greg worked for All State Insurance. 

Mr. Harmon graduated from the University of Houston in 1983 with a B.S. in Industrial Technology.


Michael G. Mullen, JD
Vice President and General Counsel

Michael Mullen became TMLT’s in-house attorney in December 2011. Prior to joining TMLT, he practiced law in Austin for 35 years with an emphasis on insurance litigation and medical malpractice issues. For 23 years he was an associate and partner of the Austin firm Brown McCarroll, currently known as Husch Blackwell. He has represented TMLT since its formation in 1979.

Mr. Mullen received a Bachelor of Arts from Rice University in 1971 and a Juris Doctorate from the University of Texas Law School in 1976. From 1984 to 2004 he was Board Certified in Civil Trial law by the Texas Board of Legal Specialization. He is a Life Fellow of the Texas Bar Foundation and has received the highest peer review rating from Martindale-Hubbell for more than 25 years.


Becky Stewart
Vice President, Human Resources & Administrative Services

Becky Stewart joined TMLT in 1999 as an HR Generalist and was promoted to Vice President in 2012. Having over  25 years’ experience in human resources, Ms. Stewart has a broad range of HR knowledge in the areas of employee relations, recruiting and staffing, performance management, benefits administration, learning and development, compensation administration, and policies and procedures.

Ms. Stewart holds a Bachelor of Arts in Speech/Communications from Angelo State University and is a Certified Professional in Human Resources (PHR). She is a member of the Society for Human Resource Management (SHRM) and served as the 2007 Vice President of Membership for the Austin Human Resource Management Association (AHRMA).


Hayden Stewart
Vice President, Information Technology Services

Hayden Stewart comes to TMLT with more than 25 years of experience delivering engineering, business, and technology solutions to organizations throughout the Austin area. Most recently, Mr. Stewart led operations and corporate IT teams at Convio.

Prior to his work at Convio, he held executive positions with companies such as Dell, Tivoli, IBM, Pervasive, Motorola, and Intel. Mr. Stewart has been instrumental in getting start-up companies up and running, as well as leading teams in well-established organizations.

Mr. Stewart earned a Bachelor of Science in Computer Information Systems from Southwest Texas State University.

 

Laura Hale Brockway
Assistant Vice President, Marketing

Laura Brockway has more than 17 years of experience in communications, 15 of those years with TMLT. She has experience creating and implementing digital, content marketing, and traditional communication campaigns. Ms. Brockway has also worked for Seton Healthcare Family and the Texas Academy of Family Physicians.  

An honors graduate of the University of Texas at Austin, Ms. Brockway holds an Editor in Life Science (ELS) certification from the Board of Editors in the Life Sciences. She has completed the advanced curriculum and science fundamentals programs from the American Medical Writers Association.

Ms. Brockway is also a regular contributor to Ragan Communication’s PR Daily website and is the author of the writing blog, impertinentremarks.com.

 

Lesley Viner
Assistant Vice President, Risk Management

Lesley Viner joined TMLT in 1998 as an Education Coordinator. In 2011, she was promoted to Director of Education Services and, in 2012, to Assistant Vice President of the Risk Management department. 

With 15 years of experience in education services, Ms. Viner has worked in several areas of the Risk Management Department. Currently, she oversees the risk management education program and practice review services that are offered to TMLT policyholders.

Ms. Viner earned a Bachelor of Arts in Biology from Texas A&M University. She also earned a Master of Science in Health Education from Texas A&M University. She recently earned a Certificate for Leadership Skills for Managers from The University of Texas in Austin.
